The first intimation that I received of this matter
was to prepare certificates for payment of the sums named.
I would here point out that as regards the contract for
fittings during the year 1911 as follows:-
1
January advance, vide Hon.D.P.W's minute 25,1,11, February, advance timber purchased from Messrs.

Yet the value of executed work under this contract from the
15th January 1911 to 6th April 1911 only equalled, say $3959.63
and theft of material was again in progress.
A sum of $1,000 was also paid on the 1st May 1911 by in-
structions from the Hon. D.P.W.
I attach copies of letters from the Contractor marked "1"
and "y" dated 29th April and 6th May 1911.
Having in view that the advances were first started to
enable the Contractor to purchase timber, the following statement
shews the sums paid for the purpose during the year 1910 and the
value of timber received.

In my report dated 14th September 1910 it was estimated
that about 55 logs were required in order to complete the work
it will be noted that the required number were delivered at Cause-
way Bay at the end of the year 1910 yet in February 1911 the
Hon.D.P.. arranged for a further supply of 67 logs.
